that enable readers to easily track the research trends of the Incheon Institute
- With an aim to support the self-governance of Incheon Metropolitan City, The Incheon Institute (II) was established as a comprehensive research institute for urban policies in 1996. Since that time, the institute has served as a think tank of Incheon City, offering in-depth analyses and reasonable alternatives.
02. Major research tasks implemented in 2021
“3N Challenges” Research Project
▶ 2022 Incheon Agenda 30 (New Agenda)
Incheon Institute has announced Agenda 30 projects to provide civil services designed to meet the future needs of citizens and respond to current issues and also to lead regional policy research for the next 4 to 5 years paving the way for change and innovation.
- Economy and Environment : Build Aircraft Maintenance Complex, Songdo Biocluster, Closure of landfill in metropolitan area
- Transportation and Logistics : Construction of Baengnyeong Airport, Underground Gyeongin Railway, Underground Incheon Daero
- Urban Infrastructure: Construction of Legal Complex, Functional change for Gyeongin Ara Waterway, Opening of coastline
- Urban and Social: Build a hospital specializing in infectious disease, Build a popular music data center, Build a democratic movement commemorating site, etc.
▶ Issues and Proposals for Green New Deal of Incheon Metropolitan City In the Transition to Carbon Neutrality (Net Zero)
Transitioning to an eco-friendly/low carbon society has become inevitable due to the COVID-19 pandemic. Incheon Metropolitan City has reviewed urban issues and identified policy directions for various fields related to ‘Green New Deal’ policies such as industry, energy, transportation, natural environment and finance.
- Developing green industry in the post-pandemic era
- Expanding ESG management in the manufacturing industry for implementing Green New Deal
- Research on prioritizing the distribution of new and renewable energy
- Strategy for distributing eco-friendly vehicles for Green New Deal implementation
▶ The Resiliency and Pandemic Response of Incheon Metropolitan City(Next Normal)
The city faces various urban challenges such as climate change, environmental degradation, immigrants and refugees, infection diseases. The urban policies and infrastructure for promoting the resiliency of Incheon Metropolitan City have been reviewed in the wake of the COVID-19 pandemic.

A total of 209 research projects have been carried out

▶ Urban Society Research Division:
Carried out a total of 53 projects to enhance the quality of life for citizens by strengthening their resiliency toward COVID-19
- Research on municipal control policies of Incheon Metropolitan Council
- Research on ways to systematically support small-scale private cultural spaces located in Incheon Metropolitan City
- Environmental changes in the tourism industry and Incheon Metropolitan City’s response
- Incheon Metropolitan City’s response to the 2nd phase of fiscal decentralization
- Research on an integrated childcare model for local communities of Yeonsu-District
▶ Economic Environment Research Division:
Carried out a total of 55 projects for recovering regional industrial competitiveness by identifying the details of the Green New Deal plan
- Assessment of the current status and policy direction of the digital transformation of the manufacturing industry in Incheon Metropolitan City
- Measures to improve efficiency of the Inclusive Financial Welfare Support Center for small business owners
- Response to crisis in industry and labor caused by COVID-19 III: Healthy recovery of jobs in Incheon International Airport
- Analysis of local policy trends and implications of China’s <14·5 Plan>
- Research on energy consumption patterns of school facilities in Incheon Metropolitan City and implications
- Research on ways to improve the functionality of system and sites for cultivating saplings
- Analysis of Incheon economic trends for 2021, etc.
▶ Transportation & Logistics Research Division:
Carried out a total of 26 projects to enhance convenience for citizens through transportation/logistics infrastructure
- Basic research on urban transportation for 2020
- Incheon Metropolitan City’s policy for adapting to the increase in personalized mobility
- Analysis on transportation policy changes and mobility patterns for Incheon Metropolitan City
- Research on the current status and demand forecast for logistics facilities in Incheon Metropolitan City
- Research on changes in the global trade network: Focusing on five major import/export items for the Incheon area
- Future development vision for the inner and southern port area based on the functional change of Incheon Port
▶ Urban Management Research Division:
Carried out a total of 24 projects for enhancing benefits for the public in urban spaces
- Research on the current status and characteristics of subway station districts in Incheon Metropolitan City for TOD
- Redefined the plan for supporting the repair of aged, low-rise housing in Incheon Metropolitan City
- Research on ways to build a central hub for Soongeui Renovation Project
- Needs and challenges for integrated urban planning between Gyeyang New Town and Daejang New Town
- Issues and challenges in the restitution of development gain in Incheon Metropolitan City
- Direction for the population policy of Jung-gu based on population policy cases

▶ To boost the “Future Growth Momentum” of Incheon: Seven projects are planned
- Paradigm shifts in the economy, technology and industries as well as major transformation are expected
- Research on the major direction for growth industries that will lead the local economy and the existing flagship industries
- Enhance Incheon’s resiliency to climate change and carbon neutral society
▶ To realize “Youth-Friendly City": Five projects are planned
- Designate ‘Youth-Friendly City’ as the future vision of Incheon and propose related strategies
- Research the future policy direction for youth policies related to jobs, housing, engagement, care and culture
- Seek ways to engage local communities in communication and exchanges with the youth
▶ Making Incheon a “City of Inclusion and Co-prosperity”: Eight projects are planned
- Identify policy tasks and delivery mechanisms for helping marginalized people to recover their normal daily lives through social services
- Identify ways to strengthen support for marginalized people such as the elderly and foreigners including resolution of spatial polarization in residential environment in the original downtown area, disparity in residential environment among people of different classes

- Plans to carry out 23 research projects to enhance the quality of life of citizens in administration, finance, culture, tourism, education, welfare, inter-Korean relations.
▶ Economic Environment Research Division:
- Plans to carry out 27 research projects for carbon neutrality, the Green New Deal and future growth momentum of Incheon including the city’s economic and industrial policy assessment and future economy and industry development plan
▶ Transportation & Logistics Research Division:
- Plans to carry out 17 research projects to provide safe and convenience means of transportation to citizens and enhance autonomy in airspace and the port.
▶ Urban Infrastructure Research Division:
- Plans to carry out 20 research projects for balanced growth and systematic management of urban space including the current status and policy direction of big data on urban planning and alleviating housing disparity
