- Incheon Institute is a comprehensive research institute that was established to support the self-governance of Incheon. Since its establishment in 1996, it has served as a think tank of Incheon providing in-depth analysis and suggesting reasonable alternatives.

5 Pillars of Research
▶ Driving future growth engines
Suggesting the policy pathway and direction of Incheon through achieving the tasks of Digital Transition and Carbon Neutrality occurring amid the Pandemic and Global Economic and Political Chaos.
- Revising Incheon’s new industrial path centered around the Bio, Robot and City data industries in line with the Digital Transition
- Examining China’s Carbon Neutrality policy, export industry and the response to carbon neutrality by small and medium sized manufacturers
- Incheon’s industrial strategy and policy tasks at this turning point
▶ Realizing Youth Friendly City
Seeking policy measures to support the youth of Incheon to allow them to have a stable life and to actively continue on with their lives
- Suggesting youth policy that reflects the characteristics of the region and fits the needs of the Incheon youth
- Seek communication with the Incheon youth and promote the local community’s interest and participation
- Promoting Incheon Metropolitan City- Youth Friendly City plan
▶ Key tasks for Jemulpo Renaissance
Setting the key values that the Jemulpo Renaissance Project should pursue, in line with the goal of the 8th popularly elected local government ‘Jemulpo Renaissance’ in the areas of ports and tourism and find out the pending issues and tasks for each area.
- Formulate the core values and issues of the Jemulpo Renaissance Project
- Issues and directions for promoting tourism in Incheon inner port.
- Measures to establish a transportation system for Jemulpo Renaissance Project
- Reviewing the directions for relocating port functions in Incheon inner port.
▶ Discovering the Global City Potential
In addition to supporting the research for achieving the goal of the 8th popularly elected local government which is “Incheon, a world class city where the citizens are happy”, seeking tasks and the direction that Incheon should take in this rapidly changing international environment.

- Methods for expanding foreign investment in Incheon
- Analyzing economic and industrial characteristics of Asian global cities and their competitiveness index

▶ Urban Society Research Division:
Carried out a total of 46 projects to promote autonomy of local government in areas of city administration, finance and the inter-Korean relationship
- Youth policy governance analysis and directions for public debate on Camp Market
- Ways to improve the distribution of the Regional Synergetic Development Fund
- Establishing public health and medical cooperation projects and analyzing the increase in elderly medical expenditure
- Examining and supporting immigrant youths’ academic life within the region
- Plans for single households and plans for creating child raising friendly environment in Incheon
- Researching on international cooperation plans for Inter-Korean ecological environment cooperation
▶ Economic Environment Research Division:
Carried out a total of 43 projects for seeking innovative methods, cooperation in Northeast Asia and promoting sustainable urban development by examining current economic issues
- Seeking future strategy for Incheon Bio Health Valley, the robot industry and auto parts industry
- Analyzing economic and industrial characteristics of Asian global cities and their competitiveness index
- Diagnosis and suggestions for a global city, Incheon
- Establishing plans for 2050 carbon neutrality in Incheon Metropolitan City
- 2nd Incheon Metropolitan City resource circulation implementation plan
- Establishing basic plans for a safe Incheon and analysis of safety index and survey of citizens’ awareness on disaster safety
▶ Transportation & Logistics Research Division:
Carried out a total of 34 projects on analysis of comprehensive transportation and logistics policy and revision of public transportation policy in the turning point era
- Analysis of service vulnerable areas in the Incheon Metropolitan City bus system
- Research on calculating standard fuel efficiency of 2022 Incheon type buses
- Basic research on urban transportation for 2022
- Survey on the actual conditions of the logistics industry
- Reviewing the directions for relocating port functions in Incheon inner port.

▶ Urban Planning Research Division:
Carried out a total of 33 projects for Incheon-led public policy direction and to seek balanced urban development
- Measures to respond to capital area regulation changes
- Drawing the core values and issues of Jemulpo Renaissance Project
- Methods for promoting Jung-gu and Dong-gu in line with the Jemulpo Renaissance
- Incheon City big data issues and policy path
- Analysis of division characteristics of residential areas and the old city center
- Diagnosis and proposal for low level residential areas, and establishing a standard for subsidies in maintenance infrastructure

Directions for the research plans
▶ Systematization of the projects of the 8th popularly elected local government
- Conducting research for the systematization of 10 policies and 120 promised projects in Incheon
- Continuously discovering new tasks that require municipal support
▶ Strengthening the municipal issues response
- Policy development for systematization of the projects of 8th popularly elected local government and expansion and strengthening of ‘policy research’ and ‘issue research’ responding to the social trends
- Through communication and cooperation with the city council and Incheon City, continuously discover timely research topics for the development of the city.
Three Key Research Project Plans
▶ Grand Urban Vision plan
- Jemulpo Renaissance Project action plan: seeking a practical response and reevaluation and recreation of space
- In the perspective of creating the foundation for the Incheon Grand Urban vision realization through Jemulpo Renaissance Project, reviewing the development path for administrative system from various perspectives such as administrative, social, cultural and environmental ways.
▶ Becoming a global city plan
- In order to become a global city with sustainable development competitiveness. From the perspective of economy and industry, finding the path and tasks for Incheon to host the Office of Overseas Koreans and Diaspora platform.
▶ Citizens’ happiness plan
- The connectivity of citizens’ happiness during the urban development process, measuring the Incheon citizens’ happiness in terms of emotion and measurement and analysis of happiness through big data.
- Revision of welfare, health and medical care, culture, tourism and educational policy directions for increasing citizens’ happiness
